My guess would be either..

A. Originaly imported as a race bike (not to be road registered at a later date)

or more likely...

B. A repaired Insurance write-off, Permanent write off, not to be re-registered.

But I could be wrong [)]

I could be wrong but im sure its what i was told.
That is... its OK to import "specialist" Bikes for Racing but there is a ban on later registering them for road use. This stops folk useing the "Race-use" as a loop hole to get around imports.
I know of folks who have imported US dragbikes into OZ.
Makes sense to me, then again could be Pure B/S
I stand to be corrected.
