WTF's a 2nd Air valve?

My Bandit donor came with a bunch of pipes and shite which is apparently the "2nd air" valve (picture below). It connects the airbox to the front of each cyclinder, I'm assuming this is some crap to do with emmissions control and I'm not planning on keeping is. Does anyone know what this is actually meant to do?

That would be a PAIR system (Pulsed AIR)designed to reduce emmisions by injecting fresh air into the exhaust ports to help burn off unburnt fuel or sumfin like that.
