QLD roadworthy question

i think i am really confused now..
do you need to cover the rear wheel with a hugger or will the rear number plate do ?
are there any measurements or rules you have to keep to

g'day mate the QLD rules say the the rear wheel must be guarded to an angle of 45 degrees rearwards and upwards from the rear axle.
