The cop was saying (in a funny accent) that there is a danger of cars aquaplaning when going through large bodies of water at speed in which case it could have gone in any direction and maimed/killed kids.

I'v drenched people along side me on the northside heading into the city with those big long puddles in the ruts in the bitumen road. Hosed the fuckers through the window, trick is to get just infront of them a bit and distract them by pretending to talk to them so they wind their windows down - got a mate by accident thats when I realised how funny it was.
