Painting over chrome

I want to paint over my old chrome mudguard, but the paint's not sticking. Etch primer? Any other suggestions?

Roughed it up well with very coarse sandpaper in the end. Paint stuck ok and looks pretty good.
Will post pics when it looks like a bike again
