After being honored with a yellow sticker because of no mudguard, i was wondering if a hugger can replace a mudguard in a vehicule inspection?

Smack bang, exactly what I did, though you can use a hugger if it goes over or too the 45deg., im at the moment coming up with a set up that will solve this problem hopefully.
