B12 Link pipe

I recently had my tail pipe off, to shorten it, and noticed that inside the link pipe at the flange end there appears to be another pipe of smaller diameter tack welded inside. I don’t know how long this pipe is or what it does. I am guessing it ends close to where the link pipe joins the collector box (link pipe and collector box seized/rusted together at this point) and it may have something to do with the way the bikes were restricted for the French market, the bike was originally a French import. In my case the welds are broken and I was thinking of grinding the remains of weld away and removing the inner pipe. Does anyone know what it is there for and if removing it will have an adverse affect on the performance??
