what do they do [apart from sense the presence of o2] and if [as i suspect ]my oem cans have cats in em ...what harm ,if any, am i doing to my engine by leaving them off?

Oxy sensors are for closed loop mapping when your cruising, may throw a fault code if removed .no negatives to leaving them there except when your tuning with a Powercommander it may need to be bypassed.

Cats can be removed, only implication is legal.

power commander and chuck the original cans Jim ,are there any omissions laws apart from noise for motorbikes in your part of oz if not fuck'em.
