Broken Carby

[Seifer]

Hey guys, on the side my carby's there is a copper pipe that leads from bottom to top. What do these do? On carb 2 it is dissconnected at the top (the weld has come loose). That cylinder is also running fairly rich.
Is there an easy way to fix this?
