Works the same with any alloy, Start with rough paper (320 / 400 or 240 if the surface is rough) then work your way down to 600 800 1000, A little bit of soap or detergent in the water helps

Would cost about $10 - $20 for some sand paper & polishing cream

It takes alot more effort than a few bits of wet and dry and some anusol to get a finish that will last and not be a never ending pain in the arse to maintain. There is a very big difference between polished and just plain shiny.
Polishing the entire wheel will drive you to the edge of insanity because of the nooks, crannys and complex curves. Allow a minimum of 30 hours per wheel. There is alot of hand rubbing, scraping and filing.
Polishing just the edges is simpler and can be done in an afternoon. Put the bike up on race stands. Do the rear with the bike idling in first and hold wet dry against outer edge. start at 180 and progress through 1200. Then some polish...satisfactory result because any marks or scratches are radial and running in the same direction. For the front sit there and spin it by hand and repeat the process above......or using a handy pit bike run its rear wheel against your front to spin it.
Even better results can be had if you can then remove the wheel and polish on an 8" mop. The smoother the surface the better the result as water and grit will be drawn into irregularities in the surface and cause them to dull quickly. Aluminium oxidises as a natural defense to the atmosphere and so all polished parts will require maintenance but the higher the finish the easier it is.
Dont bother with a dremel. They are nowhere near powerful enough, the bits are expensive and have no longevity. Use an electric die grinder if you can get your hands on one with suitably sized polishing mops. Air driven die grinders will work just as well if you can put up with several hours of whine and air compressor thumping.
