I doubt if it would even work effectively on a corner with bumps or ripples. The Sprung weight ratio to unsprung weight is way out of whack. The tyres would chirp, bounce and skid, me thinks.
Looks like the top headlight turns with the wheels too, soz ya can see where yuz want to go. :D
Perhaps he just wanted some extra weight up front to counteract the awesomeness of that GL1500 engine (just assuming it's a 1500)? [V]

WTF..At least 2 perfectly good quad bikes died in order to create this pile of shit..burn it.
