If I buy a black anodised alloyminum wheel and I want polished edges, can I sand/polish off the anodising and will it be a bitch of a job?

Mask them up where you want the color to stay on and paint them with caustic soda.

That foaming caustic oven cleaner will usually remove anodizing.

Easy Off oven cleaner will get it off in 45 mins. Just make sure you mask off the rest of the rim good and proper

Yeah, caustic soda removes anodising - most oven & drain cleaners are 99% caustic soda.
