is it better when using the torch to push or pull and either hold it vertical to the job or at an angle?

As a guide hold the torch at 45degrees and the filler wire at 45degrees (giving you 90 degrees between torch and wire).
Always push TIG!
If the torch is too vertical you may get too much penetration, too flat and you won't get a uniform weld bead.

Cheers'en.

Yes mate, push it for sure. Also try and position the job so that you weld downwards, the weld pool will want to run down and will help you get the pool moving ;)
