The Icelandic people have been doing that for years in their snow racing. Saw it on Eurosports in the early 90's. Works best in the cold temps apparently.

As Si said, Its an accepted form of quickly and easily reseating the bead in cold climates. Also very useful in offroad situations where you roll a bead and realise you left the tyepliers at home.
Having said that it is an "extreme caution warranted" exercise and is an effective Darwinian device. Ive done it and seen it done several times but would always go the pliers/compressor route if there was the option. Too many idiots for it to become commonplace.
