An aircrafts systems detects thats its been 'Lit up' by a laser.
Now a police speed gun to an aircraft would look like a range finder from a SAM (Surface to Air Missile)
If the aircraft is equipped with a ECM pod (Electronic Counter Measures) It would examine the incoming signal (laser or otherwise) perform a threat assesment and then try to jam the signal.

Now its not really jamming. The aircrafts Air to Ground missile would basically shoot a laser back in the direction of the original incoming laser and note that as the place to head to if fired.
But on most modern aircraft the ECM will fire a missile almost automatically in response to a threat.

But Its bollox because a hand held laser only has a short range unless it was something like the ones used on a shoulder fired ground to air missile. Which works on a narrow band and not a wide band like a cop hairdryer.

And narrow band laser targeters are hard to detect untill they are fired because the laser only marks the target. The radar in the missile or heat detector does the work but only after the missile is away that the ECM would pick it up
