Shayne, its got to be a load of bollocks! Why would you connect two wires to a pair of legs on a microchip? There is no way that could do anything, unless there is a resistance across the two legs, which will do the same job as a 2 cent resistor!!
It needs at least a power supply, a return/earth ,and a signal wire to make use of the chips internals[if there is any....]in order to operate.
