With the stories of looting and what not, and my plans to be prime minister of this country some day - I would like to propose my flood disaster looting control scheme, it appears to be most effective in a pair as is well demonstrated in this video. As the general public may seem slightly distressed if I utilise my original plans to "let upstanding citezens with guns sort the problem out"
