Mate I would take a blown up photo to your local asessor and ask em because from the photo the writing looks like its been etched on and a little ruff at that , might be an issue for them. Generally E marked lights have a raised lettering in the glass, that looks like its been done to makeit pass after and they might knock you back on it. If they have been etched the asessor prob wont pass em as minor imperfections on a lens type light are magnified heaps out on the road.

Isn't the 'E9' on the glass mean that they are actually e-marked. As far as i know at least
