According to this web page mate about 10mm : http://www.mechwerks.com/Axleplates.htm
You need to know what grade of material it'll be made from before you can say what thickness to make it...
Steel A isn't the same as Steel B.
No thinner than three Kraft singles put together. I would suggest you don't actually use cheese, but if you do, I'd probably double it.
